How to Win a Domination Victory with Germany

Germany's ability to build an extra specialty district per city, uncapped by Population, translates directly into more Encampments and more Industrial Zones than any rival can match city-for-city.

The Approach

Build an Encampment in every city as the 'extra' district Germany's ability unlocks, keeping your standard district slots free for the usual Campus/Commercial Hub/Theater Square split. This means a Germany empire fields a genuinely larger, better-supplied military than an equivalently-sized rival without sacrificing its civilian infrastructure to get there.

Key Steps

Use the extra district slot for Encampments specifically in border cities, and Industrial Zones in interior ones — don't waste it on a district type you'd build anyway.
U-Boats are strong but situational — lean on them for naval interdiction rather than as your primary offensive force.
Keep expanding even mid-war — new cities immediately get the same extra-district bonus, so Germany snowballs harder the longer a campaign runs.
