Canada's civ ability already pushes toward Diplomatic Favor accumulation — this is less a pivot than following the path the civilization is already built for.

The Approach

Canada converts Tourism directly into Diplomatic Favor (1 Favor per 100 Tourism per turn) and cannot be surprise-declared on, which means you can invest in Culture-building infrastructure without the usual risk calculus. The practical build order: get National Parks up early using Mounties, lean on the peaceful-civilization bonuses to stay out of costly wars, and let the Tourism-to-Favor conversion snowball while you spend that Favor on World Congress resolutions that favor your position.

Prioritize Ice Hockey Rinks and National Parks before Wonders — they feed directly into the mechanic that makes this civ's Diplomatic path work.
Join every Emergency and Scored Competition you can complete — the Diplomatic Favor bonus from completing them is doubled for Canada specifically.
