Diplomatic Victory: The Complete Guide

Added in the Gathering Storm expansion, Diplomatic Victory is won through the World Congress rather than the battlefield — accumulate enough Diplomatic Victory Points before anyone else does.

Where Diplomatic Victory Points come from
  • Diplomatic Projects, built in a Diplomatic Quarter district
  • Passing (and being on the winning side of) World Congress resolutions
  • Being the Suzerain of city-states aligned with resolutions you support
  • Special sessions, including the dedicated Diplomatic Victory resolution late in the game

How Diplomatic Victory Works

This path runs almost entirely through Diplomatic Favor — a resource you earn passively and spend on World Congress votes. The more city-states you're Suzerain of, and the better your relationships with other civilizations, the more Favor you generate and the more influence you have over which resolutions actually pass.

Requires this game mode's expansion content is active — if Gathering Storm (or later content that includes it) isn't enabled, this victory type won't be available at all.
