France is Civilization VI's most straightforward culture civilization — and one of its most misunderstood. The whole kit points one direction: build Medieval, Renaissance and Industrial wonders 20% faster than anyone else, then collect double Tourism from every wonder you own. The core tension is that wonders are the most contested tiles in the game. Every other culture competitor wants the same construction projects you do, and France's answer to that competition isn't bigger hammers — it's espionage. Catherine's Flying Squadron gives you the best intelligence apparatus of any civ in the base game, so while rivals guess, you know.

Civilization Ability: Grand Tour
Two clauses, one strategy:
- +20% Production toward Medieval, Renaissance, and Industrial Era Wonders. This is a competitive edge, not a guarantee. On contested builds like the Alhambra or Oxford University, 20% is frequently the difference between finishing the wonder and finishing a 1,000-Production apology note. It does nothing for Ancient and Classical wonders — don't build France's early game around them.
- Double Tourism from Wonders of any Era. Every wonder in your empire prints twice the Tourism. This stacks on top of the +20% clause: France builds more mid-game wonders, faster, and each one is worth twice as much at the finish line. It's also why France doesn't panic when wonders become obsolete for adjacency or yield purposes — the Tourism never expires.
The unifying idea: from turn ~60 onward, your city planning should assume you are a wonder factory. Industrial-era wonders like the Ruhr Valley (production) and Oxford University (science) double as insurance policies if the culture game stalls.
Leader Ability: Catherine's Flying Squadron
Three effects, all pointed at information warfare:
- +1 level of Diplomatic Visibility with every encountered civilization. You automatically know more about everyone — and Diplomatic Visibility isn't just flavor. If your visibility level exceeds your opponent's, your units get a Combat Strength bonus against them. France gets that bonus in most wars without spending anything.
- A free Spy with Castles. The moment you hit the medieval civic tree's espionage milestone, an agent appears at no cost.
- All Spies start as Agents with a free promotion. Everyone else's spies begin as raw recruits with a meaningful chance of getting caught on their first missions. Yours start one rank up, succeed more often, and level faster from there.
What this adds up to: France plays the mid-game with more information, earlier counter-intelligence, and a combat bonus in wars it didn't have to prepare for. Use spies to steal Great Works from rival culture civs, siphon gold from whoever's ahead, and keep one at home protecting your Industrial Zones.
Unique Unit: Garde Impériale
Replaces the Line Infantry, unlocked at Military Science (Industrial Era). In Gathering Storm, training costs 10 Niter.

Abilities: +10 Combat Strength on the original Capital's home continent, +5 vs anti-cavalry, and earns Great General points from kills.
Read the home-continent clause correctly: at 80 effective strength defending your own continent, the Garde Impériale is one of the hardest units of its era to dislodge. France is not a domination civ, and this unit doesn't make it one — it's a deterrence tool. The same unit that protects your wonder-stacked core cities also farms Great Generals while doing it. Build two or three, park them on your borders, and let the AI learn the hard way.
Unique Infrastructure: Château
A Builder improvement unlocked at Humanism.
- Placement: must be built adjacent to a Bonus or Luxury Resource; cannot be adjacent to another Château. Buildable on open terrain (Plains, Grassland, Desert, Tundra, Snow, including hills and floodplains variants).
- Yields: +2 Culture, +1 Gold, +1 Appeal to adjacent tiles.
- Scaling: +1 Culture for each adjacent Wonder, rising to +2 per Wonder after Flight; +2 Gold when built on a River; after Flight, generates Tourism equal to its Culture output.
The Château is France's culture floor between wonder completions. The placement rules (next to resources, never self-adjacent) mean you can't blanket your territory with them, but France's tier-3 River bias and the river gold bonus quietly synergize: plan your city sites so that river-adjacent resource tiles become Château tiles. After Flight, every Château near a wonder becomes a genuine Tourism engine.
The Game Plan
Turns 1–50. Standard opener: scout, settler, builder. Don't force ancient wonders — Grand Tour doesn't discount them. Prioritize growth and production infrastructure, and beeline Political Philosophy, then aim at Castles for the free spy.
Turns 50–120 (the wonder window opens). This is where France separates from generic builder civs. Start the Medieval wonders the moment your +20% discount applies, and deny rivals by finishing first. Begin laying Châteaux after Humanism. Send your free spy on offense early — stealing a Great Work from a culture rival is worth more than any single district.
Turns 120–180. Chain Renaissance and Industrial wonders. Target the Ruhr Valley and Oxford University if you want a science fallback; your doubled Tourism compounds whether or not you pivot. Upgrade Musketmen into Garde Impériale to harden your borders — 80-strength defenders on your home continent end most invasion plans before they start. Keep spies cycling: gold siphons fund wonder-buying in newer cities.
After turn 180. Convert production to Tourism multipliers and protect the finish. If a runaway science civ threatens the clock, your espionage lead is the lever — sabotage their Spaceports with your best agents while your wonder Tourism closes out the game.
Common Mistakes
- Building Ancient and Classical wonders. Grand Tour gives no discount before the Medieval era. Every early wonder attempt is production France doesn't have, competing against civs that are actually good at it.
- Treating spies as an afterthought. The free Agent at Castles is a core economic engine — stealing Great Works and siphoning gold is how a mid-size France out-produces bigger empires. Idle spies are wasted leader ability.
- Ignoring Diplomatic Visibility. The +1 level is also a combat bonus. Check your visibility advantage before accepting or declaring wars; France wins fights its army size says it shouldn't.
- Spamming Châteaux without a plan. They can't touch each other and need a resource neighbor. Map your Château tiles when you settle, not after.
- Starting a religion you don't need. France's data points one way: a religious game mostly earns you hostility. Spend that faith budget elsewhere.
Variants: Eleanor of Aquitaine and Magnificence Catherine
Eleanor of Aquitaine (Gathering Storm) can lead France with a completely different ability — loyalty pressure that flips neighboring cities without conquest. She turns France into a peaceful domination engine and is widely considered the stronger French leader, but she plays nothing like this guide.
Magnificence Catherine (Persona Pack) swaps the espionage kit for a luxury-and-culture focus, including a Château bonus (+2 Culture from nearby improved luxuries). She's the pure-tourism build; the Black Queen remains the more flexible all-rounder. Everything above assumes Black Queen Catherine.
