French Empire is built around military-driven Culture generation and government flexibility — Commanders start pre-promoted, combat victories generate Culture directly, and you can borrow any government's Celebration effect regardless of which one you're actually running.

Unique Ability

"Liberté, Egalité, Fraternité" lets you select the Celebration effects of any Government in the Modern Age, regardless of which Government you're actually using — a genuine flexibility no other civilization has. Separate tiers add Commander Units that start with (or immediately gain) a Promotion, and increased Combat Strength for units with adjacent friendly military units.
