Heian Japan ties its entire Culture output to terrain quality rather than buildings or districts — settling and improving Breathtaking-Appeal tiles is the whole strategy, not an optional bonus.

Historically paired with Toyotomi Hideyoshi — mix-and-match with any leader is fully supported, but this pairing is the game's own suggested starting point.

"Pure Land" grants increased Culture for every Improvement and District built on a Breathtaking-Appeal tile, with Cities getting a further Tourism bonus per Improvement and District on Breathtaking tiles once a Settlement has at least 7 such tiles.

  • Prioritize the Hoo-do Hall early since it actively increases Appeal on nearby tiles, creating more Breathtaking tiles for the rest of your ability to work with.
