Mexico is built entirely around Traditions and Celebrations — a unique, mandatory Government that turns every Tradition you slot into direct Happiness and Culture, making it arguably the strongest Culture-focused civilization of the Modern Age.
Unique Ability
"Revolución" grants a unique Government, also called Revolución, that Mexico must use and cannot change away from. It passively grants Happiness per Age in Cities for every Tradition slotted into the Government, plus a Celebration effect that scales Culture output with how happy your Settlements are (more in Joyous cities, even more in Ecstatic ones).
Unique Unit
The Revolucionario is a unique Great Person Unit, trainable only in a City with a Zócalo Unique Quarter, with the specific individual received at random from a pool (Amelio Robles Ávila, Vicente Guerrero, Petra Herrera, and others) — each can only be received once, and cost rises with every Revolucionario already trained. The Soldaderas is a unique Infantry unit that heals adjacent units by a set (non-stacking) amount.
Unique Infrastructure
The Catedral (Happiness adjacency from Culture Buildings) and Portal de Mercaderes (Gold adjacency from Gold Buildings) are unique buildings, combining into the Zócalo Unique Quarter, which adds Culture for every unique Tradition slotted into the Government and is required to train Revolucionarios. The associated Wonder, Palacio de Bellas Artes, adds Happiness on Great Works and must be built adjacent to an Urban District.
